"How can you tell when Bart Peterson is lying? Easy, his lips are moving!"
It's a beautiful thing
Indiana Barrister
September 16, 2007 - An interesting piece today:
Every once in a while I get up early on Saturday and visit with the Concerned Clergy of Indianapolis. They are
a group of predominately African-American pastors who meet and try to solve issues in the Black community.
And Abdul continues...
As the conversations were occurring I couldn't help but think how over the past year local incumbents have
dropped the ball on so many opportunities crucial to their base.
We know from the log files that hundreds of you visit here each day. We get 200K hits per month. Monday, September 17th at 5:30pm,
come down to the City County Building and join the crowd. Er, MAKE a crowd. Whatever.
There's another CCC meeting at 7pm, and our information says they are planning to re-vote on the COIT tax, now that Andre "Kid" Carson
is in the chair that Patrice Abdullah had to vacate.
BE THERE!
We have a do-over. Let's remind them how angry their last vote made us, lest they have forgotten. Make sure they remember.
Make sure they know we haven't.
WISH-8 Reports: Monroe Gray gets TWO homestead deductions!
He says it's a 'computer glitch'. Given the number of homeowners that were livid about losing their one-and-only credit, how is
it Monroe happens to get not one, but TWO (see them here, courtesy of IndyStar's database search)? Monroe, don't tell us you didn't read the statements. You had to know.
He legally claims the deduction for his own home, but illegally claims one for the home he bought for his daughter.
Want to place any bets on whether he's forced to, or voluntarily, pays back the tax he avoided with the extra credits?
Just a couple months ago, Monroe published his
Solutions to Property Tax Crisis
on the IndyGov.com website. He closed with "Local and state governments need to do what they can to help homeowners." It would
seem Monroe believes "God helps those who help themselves."
As of this writing, the story has NOT appeared on the wishtv.com website, only on their 6pm news (long version with
Monroe being interviewed, and at 10pm in a shortened version without Monroe.
Greg Ballard's Campaign Manager Resigns!
Well, this is an interesting development. It was reported on the WISH-8 10pm newscast on WNDY-23. They report that his new
manager is John Cochran. We confess to having no idea who he is, but his name popped up in topix.net
back on August 23 as a 'contact' for a Ballard press release. So he's been part of the campaign and isn't a new player.
Maybe this means the campaign will shift into high gear now. Let's hope so.
You no doubt have heard that, and will hear it more often as November 6th approaches.
You won't hear the numbers for 2005 or earlier. Why? Because 2006 was an anomaly. The FBI semi-annual
report for the first half of 2005 lists 44 under the 'Murder' category for 2005 (vs 68 for 2006). In 2007, we tallied 60 during the first half of the year.
And we had TWO just yesterday (Sept 11th), so don't go dancing in the streets to celebrate with Bart that it's down from 2006.
You have a better-than-average chance of getting shot.
Homicides went down sharply in 1999, the year before Bart got into office. During Bart's tenure as
mayor, the rate went up 12% his first year in office, then levelled off. 2006 was a spike but 2007 is trending the same as prior years.
And don't fail to realize that most ALL violent crimes are significantly higher than in previous years. It's good to campaign on
the homicide number because it's small and only fluctuates 5, 10, or so year to year. Look at the other categories, which show increases
of nearly 1,000 cases - in the range of 50% increases or more. Violent crime is UP!. Way up.
Whose-Err Lottery
You're not going to play the same numbers again THIS November, are you?
First, it was "A Minute with Monroe Gray" and now "Bart Peterson on Bart Peterson". Love it.
Just an Al Kinda guy
IndyUndercover alerted us to the fact that Amos Brown of the Radio One group (WTLC AM/FM) we are being likened to al qaeda terrorists for saying what's on our minds. This is
concerning on multiple fronts. Firstly, that pesky, annoying 1st Amendment to the US Constitution seems to chafe deep down
in Amos' knickers. Secondly, Amos is the guy who tries to be first in line whenever someone makes an African-American unfriendly
remark (or if he merely THINKS there was one). Thirdly, Amos loves the Bart Peterson administration and we wonder:
If that's the sort of people that support Bart, shouldn't EVERYONE vote for Greg Ballard this November?
So here we are, sitting at a keyboard, performing a Constitutionally-protected legal activity, and Amos Brown likens us
to someone who'd hijack a plane filled with people and fly it into a skyscraper, or explode a carbomb in a crowd of civilians.
That's absolutely disgusting Amos. You make us sick. Have a look at the picture to the left. As a little experiment in psychology,
how does that make YOU feel?
Last week, it was pissing-off visiting celebrities, now this. Radio One needs to sever it's relationship with this spewer of "Number Two."
Homo politicus: brain function of liberals, conservatives differs
by Marlowe Hood
Sun Sep 9, 1:33 PM ET
PARIS (AFP) - The brain neurons of liberals and conservatives fire differently when confronted with tough choices,
suggesting that some political divides may be hard-wired, according a study released Sunday.
"The neural mechanisms for conflict monitoring are formed early in childhood," and are probably rooted in part in
our genetic heritage, he said.
"But even if genes may provide a blueprint for more liberal or conservative orientations, they are shaped
substantially by one's environment over the course of development," he added.
We would guess that something is wired up wrong in Amos' jeans, because everytime he sits down at the microphone
it seemingly results in a pinched cranio-rectus nerve.

Mush for breakfast
On the morning of Homicide #79, Bart showed up for the WTHR AM news, so he could be interviewed by Bruce Kopp. What a Kopp-out, too!
Leading off the interview was a series of 'hardly hitting' questions and answers about the Colts. Bart let us know that there's 'no way anyone can compete'
with a 100,000 seat stadium (referring to Dallas). Gosh.
After that obligatory fluff, they then moved onto how the state legislature needs to get to work 'right now' on property
tax relief.
We can't tell if that actually was intended as a news piece but it seemed like just a campaign stop for ol' Bart.
So Sorry
We apologize in advance for propagating this atrocity. But having just heard this firsthand, our judgement is somewhat
impaired. We simply feel something needs to be said about it. Frankly, if she'd not put Amos Brown (rabid Bart Peterson supporter)
in his place the day before, we'd be giving Ms. Cole a much tougher time about this performance.
It brought to mind this dialogue from the movie "Amadeus":
Emperor Joseph II: Your work is ingenious. It's quality work. And there are simply too many notes, that's all. Just cut a few and it will be perfect.
Mozart: Which few did you have in mind, Majesty?
Yes, way too many notes. About three-quarters of them shouldn't have been there. Oh, and there's another thing that we call 'tempo'.
A term with which you seem completely unfamiliar. Pity the poor children behind you that had no clue where you were going next or when you
would go there.
Why don't people get it? The Start Spangled Banner is an ANTHEM. It should be sung wth solemnity
and dignity. It's not a jazz number, and it sure as hell isn't the performers moment for showing off THEMSELVES in the
spotlight. Singers, it's not about you, it's about America. You're just the delivery vehicle. You should TRY to avoid
driving it a into trainwreck.
John Price files the class-action lawsuit against property taxation
Indianapolis - A lawsuit filed by Hoosier taxpayers questions whether the Indiana Constitution allows homeowners' tax payments to go into a public schools fund.
The suit requests that the court set aside the income tax increases in Indianapolis.
It also asks the court to enforce an August 1st deadline for counties to adopt income tax increases, even though the governor has tried to push back the date.
Indianapolis attorney John Price filed the suit on behalf of taxpayers from the state's congressional districts and seven taxpayer associations.
We have now obtained a copy of the document which was filed today »
The city will pay a female fire captain $350,000 to settle a lawsuit claiming she endured taunts and unfair discipline and was wrongly passed over for promotions in the male-dominated Fire Department, a city attorney said.
Jim, Morrison slammed the Doors on you. This Is The End. Tell All The People. Now is the time for you to Break On Through (to the other side) and stop behaving this way. No more Runnin' Blue language.
Home away from home
We wonder what the property taxes are like up in Mackinaw, MI. That's where Bart maintains a summer home, perhaps two. While spending
a few days there up there last June, faithful reader "M" saw our mayor coming out of a hardware store and get into the SUV.
"M" did some more investigating last weekend and sent us these pictures of both places just a few houses apart
on the same street. One is the apparent residence (per the phonebook), the other home was where that SUV was parked.
A Michigan tourism slogan is "Michigan gives you the upper hand." Doesn't it seem like Bart has chosen "Marion County gives you the middle finger" for ours?
September 4, 2007: Did Chief Greeson just cost the taxpayers of Indiana a MILLION BUCKS?
Or $9,999,999?
Last month it came to light in the
Indianapolis Star
and has since been substantiated via the
Indiana Law Blog
(which has a copy of this document
on their website) regarding a female captain in the Indianapolis Fire Department who prepared a lawsuit against
Chief Greeson (and IFD) alledging sexual discrimination. Today, the word is that the case was settled out of court on
August 29th for 'seven figures.' It had been scheduled to go to a jury trial in U.S. District Judge Sarah Evans
Barker's courtroom on September 5th. As is customary in these situations, the terms are such that none of the parties can
discuss the settlement. At least, that's the official stance. Sometimes it's hard to actually keep a secret a secret. This will undoubtedly appear as
some vague 'miscellaneous' item on a future budget report from the City County Building.
As we've been reporting here, Greeson seems to have issues with women in authority. Now
it's apparently cost the taxpayers of Indianapolis a substantial sum of money for Captain Morrison's matter. There may be more trouble on the way for
Chief Greeson's due to his behavior in the City County Council chamber on August 6th. He was there, of course, at the request of Bart Peterson - one of the 'warm bodies'
ordered to report for Bart's budget presentation to fill the three rows of 'reserved' seating thus displacing the tazpayers who showed up
and had no place to sit. Go to the preceding hotlink to read all about that.
It just gets worse and worse for the Peterson machine. All up and down the line, there are screw ups happening. Why do people
continue to stand behind him and vote for him? Indy Undercover presented a plausible
explanation of why even the Republican party seems to be behind Bart instead of their own candidate, Greg Ballard.
It's time for a change. Bart's got to go.
Other people's thoughts
What are regular folk, in other places, saying about Bart Peterson? Well, the conversation started with:
With a wink and a nudge, Democrats gin up voter turnout.
BY JASON L. RILEY
Saturday, November 9, 2002 12:01 a.m. EST
INDIANAPOLIS--It was 5:45 a.m. when I arrived, tired and a little cranky, at Rep. Julia Carson's home.
It was dark and chilly, and my cotton raincoat proved entirely inadequate. But I forgot about all that
as I approached the scene in front of her modest residence. Vans and SUVs were pulling in and out of
the driveway, and scores of volunteers were funneling into the large garage attached to the house.
This was Election Day, and Ms. Carson, a black liberal Democrat first elected in 1996, had seen her
poll advantage shrink in recent weeks. Her losing would still be an upset, but she couldn't get too
confident. Pesky white suburbs had been redrawn into what is now Indiana's Seventh District, and that
could dilute the influence of Ms. Carson's black base in Indianapolis proper. Moreover, her Republican
opponent, a former Dan Quayle hand named Brose McVey, had turned out to be a formidable challenger.
Ms. Carson was re-elected with a whopping 59% of the vote in 2000, but a less lopsided result was e
xpected this go-round.
Next, I rode with Milton, a gregarious black gent, to pick up another Carson voter. Ms. Miner was an
elderly black woman who said that she'd recently moved and hadn't brought along any ID. We went to a
local school and accompanied her inside. The voting inspector, hired by Republicans, couldn't find
her name in the registry and told her she'd have to fill out some paperwork before she'd be permitted
to vote.
Milton became indignant. He told Ms. Miner to "come on and vote, and we'll worry about forms later." The
distaff inspector, the only white person I saw, wasn't about to get in Milton's way as he escorted his
charge to the booth. Afterward, while she was filling out the paperwork, I introduced myself to two
poll workers and listened in as they discussed the incident.
"When our people come in," said one, referring to black voters, "I tell them, if you don't want to fill
out paperwork, just use the old address." "What about the inspector?" said the other poll worker. "Don't
worry about her," came the reply. "She dumb. She don't know nothin'." Wink. Nudge.
Back in the car, I asked Milton if what transpired was unusual. "Not really," he said. "I tell people
they don't need ID. Don't let them hassle you." Doesn't the law require poll workers to ask for ID? I
inquired. "Yeah," said Milton. "But sometimes [voters] get intimidated by that. It's a hassle, so I
go in with them."
The law can be such a hassle sometimes.
A wealthy local businessman and Democratic Party contributor had made available office space and phones
for "Operation Big Vote," a supposedly nonpartisan 501(c)3 outfit run by an affable attorney named Aaron.
There, some 30 people were busy making 10,000 to 15,000 calls, and 75 vehicles were being disbursed to
accommodate the 3,000 incoming requests for rides. Others were on walkie-talkies with volunteers stationed
at the polls. When word came back that turnout was low in an area, the phone-bank workers would check
their voter registration lists. Callers would then go to work on that specific area.
Aaron tried to insist, straight-faced, that this wasn't a Democratic operation, but he kept having to
remind people who walked through the door, including my two companions, to remove their Carson campaign
hats and buttons. When I asked Aaron if there were any Republican volunteers working here, he laughed:
"Our Republican is out to lunch right now. I'll let you know when he's back." Wink. Nudge.
What's up with the Conrad Hotel?
Bart's not terribly interested in what's happened to OUR tax money that he invested in it for
us? This has red flags and alarm bells all over it.
After plowing $25M into Conrad, city finally poised to conduct audit
The city plans to hire an outside auditor in the next few months to review the books of the Conrad Indianapolis
hotel and determine how its investment is performing.
It’s a routine process, Mayor Bart Peterson said. But it’s one hotel industry experts say is overdue. The city
ponied up $25 million toward the $100 million Conrad project, yet has received no formal reports on performance
since the hotel opened 18 months ago.
Given the 'early stumbles', if it were us, we'd be VERY interested in whether the stumbling has continued. And
since when are 'verbal updates' anything to rely upon?
She said verbal updates haven’t contained anything alarming, just early stumbles typical of hotel properties.
IBJ reported in December that the 241-room hotel was on pace to finish 2006 with average occupancy of about 50
percent, well below the downtown average of 65 percent. The Conrad also was plagued early on by an underperforming
restaurant, du Soleil, that has since been replaced by Capital Grille. The hotel’s performance has improved since
then, city officials say.
Gee, could Bart and his people be any more vague?
As an aside, the $25M for Conrad and $50M for Marriott would have covered most of the extra money Bart insisted on
extracting from us with his COIT increase. Geeze, Bart. Take from us, give to them, and you don't even keep tabs on
what's happening to our money. Is that any way to run a city?

Politics makes strange bedfellows
And so does Google Ads, it seems. This was funny to see, ads for a Republican Governor, and a conservative blog:
Julia Carson's lease sham, uh scam
What a coincidence. Just yesterday we were snooping at the Peterson-Carson campaign contribution data at nictusa.com and legistorm.com, and today
THIS story breaks in the IndyStar.
This $768/month lease payment has to be a below-the-table deal. After googling for a leasing example, we came up with this:
so guys i made a deal wanted to share with you guys what i got. what do
yall think?
MSRP: 38,845
Net Cap: 33,507
3500 down, 36 months, 12k miles
due at signing 5,500 everything plus plates
monthly payment: $389
what do u guys think?
Well, we think Julia is either the world's WORST negotiator, or this 'lease' is just a phony deal to move
(launder?) campaign money. Her lease isn't just a little 'iffy', it's like a two-for-one deal. Keep in mind the link we found
is for a high-end 300 model. Even at that, it's half what Carson's lease costs. Something's rotten at 2500 N Park Ave.
Julia Carson's campaign finances...
We found it astonishing how many (2060) individuals appear on the list (SO many, it had to be broken up into FIVE pages!) and political committees,
and the sheer quantity of money that funnels into Julia Carson's campaign committee.
Likewise the quantity that flows out to other places is tremendous, especially
to the Congressional Black Congress (about $40,000 is listed. On cursory examination, Julia seems to be one of, if not THE, largest contributor).
There are lots of entries from both Barton Peterson (who really started kicking-in to Julia after he became Mayor in 2000,
and actually took BACK $25 from her a couple of years before becoming mayor) and Amy Peterson, as well as numerous folk in the CCB, and from areas outside here
district. Pretty impressive cash flow for such a tiny district. And it was stunning to find 'self-employed/homemakers' who were able
to fork over $2000 to Julia's campaign.
And Julia has a staff payroll that runs about $1,000,000 per year.
Among the
names that pop out is Wilson E Allen, who picked up $6,000 in pocket money back in 2004, but whose current
vocation/avocation seems limited to posting grafitti on local political blog sites.
Wow... To paraphrase Mel Brooks, It's good to be the Queen.
IFD Chief Greeson, again
While citizens were filing into Bart's August 6, 2007 Address to the City County Council, IDF Chief Greeson was overhead making an
inappropriate and denigrating remark.
Chief Greeson's disrespectful language hasn't been forgotten or swept under the carpet. BartLies.com files this update regarding the matter.
Today'sThis Year's least surprising news story
Andre 'Kid' Carson has 'beaten' three other 'candidates' for the 15th District Council seat - 14 to 20.
It seems like they ran a horserace where the other chutes were padlocked. The other horses never got out of
their gates. Wanna bet the Champagne is flowing heavier than saliva from Julia's lower lip over at 300 East
tonight? Drink up, everyone! No chances for trouble because the guest of honor is Indiana Excise Police.
"Carpetbaggers" was coined from the carpet bags used as inexpensive luggage. It was originally a derogatory term,
suggesting an exploiter who does not plan to stay. Although the term is still an insult in common usage, in histories
and reference works it is now used without derogatory intent. Since 1900 the term has also been used to describe
outsiders attempting to gain political office or economic advantage, especially in areas (thematically or
geographically) to which they previously had no connection.
Well, OK, Andre certainly has had the 'connections.'
Another shooting, victim 'critical'
It occurred in the 3500 block of Audubon Road late tonight, Aug 27th. A 22-year old man was shot in the head, that's all that's been reported so far.
Tuesday August 28, 2007: Christian Theological Seminary at
1000 West 42nd Street at 5:00 pm.
The Administration and Finance Committee (the folks who recommended the full Council pass Bart's 65% COIT increase) will be
hearing testimony from the public. This is another opportunity for you to show solidarity and let it be known that we will
fight and the people will have their voices heard. PACK THE HOUSE!
August 27, 2007: Come on people, pack the house!
Is enthusiasm waning? Where was everyone tonight? Take the time, make the committment. Pack the house! The battle
is NOT over!
WISH-TV is running their report with this headline: "Fewer Homeowners Attend Budget". Now is not the time to slack off.
Aaron Haith, the world's most highly-paid clockwatcher, ensured no one got more than their allotted two minutes.
Once again, there was a whole lot of 'reserved' seating (a small portion taken by the Lutheran School's special recognition award recipients), but at least they 'released' it -
after everyone had seated themselves elsewhere. The seats remained unfilled. These seats were not chosen at random, these are the
seats ththat appear on TV behind anyone speaking at the podium. This obviously would give the TV audience the impression that no tax protesters
were there. Honestly, there weren't enough of you there.
August 26, 2007: Thank you to all who came to Light Of The World today!
Estimates are 350 showed up. That's a good turnout. Keep the presence felt, beat our elected officials over the head with it
our unity and frustration. A don't forget about the Council meeting Monday night, 7pm at the City County Building. In the words of
Pastor Joe Quintana said at one of the recent rallies, "You gotta show up at every meeting because the only thing that scares
politicians is votes."
Tea Party! You are all invited
HOOSIERS FOR FAIR TAXATION is organizing an INDIANA TEA PARTY for the NFL opening game on September 6th.
Demonstrators are asked to gather at the Pan Am Plaza beginning at 6pm. Bring signs that will play well on national media, bring your tax assessments to put in the giant INDIANA TEA PARTY tea bag.
Several meetings coming up: Sunday, Monday and Tuesday - see details below
Indianapolis New Slogan: What Comes To Indy Is Killed In Indy!
If you haven't thought about it, consider this: Bart is the CEO of Indianapolis. We think about it every
time he starts blaming this person or that for problems and you should, too.
Bart is the CEO of Indianapolis. The buck SHOULD stop there.
His job is to 'maximize shareholder value', to express it in CEO terms. In other words, get the best value for our tax
dollar investment. He's not performed as a CEO. He should resign his position. We must demand his resignation on November
6th at the next shareholder meeting,
the General Election.
Our tax dollars have been squandered on projects that make headlines for him, while making the taxpayer/investor suffer the effects of
high crime and high taxes. Bart Peterson is the
Ken Lay of Indianapolis.
Bart Peterson does adhere to one CEO trait, he views citizens of Indianapolis as HIS employees, subordinates who shall do
HIS bidding. He is wrong. He is OUR employee.
The Taxation Travesty
Generally, the problem with taxes is that there are too many of them. No one really has a grasp (very few do,
anyway) on just how much they pay annually for all their taxes as a whole. It's all packages and presented
to us as, 'this is just a small tax' (for example the food and beverage tax, the COIT tax, even sales tax).
But added together, all of these small nibbles become a huge bite.
Tax rates keep going up, yet virtually every tax (actually, the only one that springs to mind is the
gasoline tax which is a per-gallon fee) - EVERY tax has a built-in 'bump' because it's tied to income, cost of
goods, valuation of property, etc. The basis for our taxes keeps rising, thus the tax collected rises. Still,
they continue to bump the RATE itself, effectively a double-whammy in the pocketbook.
Taxes are just out of control, because they are fed to us in tiny lumps, in the hopes we don't notice. Most people don't. They just srug their shoulders
and say, 'No big deal.' Well,
finally, people are starting to notice. For too long we've been like the boiling frog analogy
We just sit there accepting tiny increases in taxes. This year, the big 'hit' in property taxes has gotten the 'frogs' to realize what' happening.
It's time to jump out of the pot. Or at least, get the pot to cool down a bit.
Matt Tully Knows Best?
Well, he seems to think he does. Where oh where are the editors of the Star? Depositing some "Peterson Payola" after
pushing this load of crappola through their presses? If ever there was a case of a politician controlling the press, surely DIS-IS-IT! (We may start calling Bart 'The Slippery Noodle' - at the risk of offending Hal Yeagy)!
We guess Matt must have been hunkered down in the Pig Barn, gathering a bucketful of 'news'. This, Mr. Tully, is easily the
hottest mayoral race in years.
In decades.
If not for all time.
Ten weeks before what should be -- but in no way is -- the hottest mayor's race in years, Republican mayoral candidate Greg Ballard re-emerged Thursday morning.
Apparently, the quiet candidate had spent recent weeks hunkered down at the State Fair, mixing with pig farmers from Posey County, Rascal Flatts fans from Greenwood and, perhaps, the occasional voter from here in Marion County.
Ballard didn't bother to alert the media about his fairgrounds frolicking or the neighborhood association meetings he insists he is attending. Hey, why would a cash-starved candidate want free publicity?
We're sorry you don't approve of the way Greg Ballard is running his campaign. It isn't the same-old, same-old - like what Bart's
doing. But (psst) that's the whole idea. Greg Ballard ain't Bart Peterson. Thanks God/Allah/Budda/Jeebus for that.
If you want to press someone on the issue of where they get their dough, why not look into Patrice Abduallah's ability to score an all-expenses week at the Super Bowl without
disclosing the source?
Could it be that this entire story is all about generating some 'free publicity' for Greg Ballard? If so, it's fabulously successful.

According to Indianapolis Metropolitan Police Department statistics, 152 carjackings were reported during the first six months of this year, 90 more than during the same period last year -- a 145 percent increase.
There were 191 carjackings reported in 2006, according to the department
"Hail to the busdriver, busdriver man!" (or woman)
I've never considered the 'security' of bus riding dependent upon some placard with a name being displayed up front. As
long as there have been buses, the bus company has tracked buses by the big numbers painted on the outside. They could figure out
who was driving a bus based on that number.
When Homeland Security did their random patdowns and warrantless searches of property a few weeks ago, I thought this
security stuff was getting silly. Now it's progressed to ludicrous.
On the other hand, I see it as really possible that some irate passenger might track the name back to an address (lots of internet databases
let you do that these days) and seek revenge for being late, being unwilling to give a passenger a free ride because they don't have
the fare, or because they were booted off for smoking or worse.
So I see no good reason to post the full name of the driver inside the bus. This whole event was just nuts, and pointless. It cost a lot of people
a chunk of their paycheck, and the people riding the buses are typically not flush with cash to start with (if they were, they'd probably be driving to work).
City County Council Budget/Public Testimony
Monday August 27, 2007
This is a session for public testimony to be heard. Bart and his puppets must sit and listen to the people speak. Haith and Monroe won't be able to keep you silent or out in the lobby this time.
Come down and speak what's on your mind, or just show up to show your face and your support. Don't be a dummy, be there!
Budget Hearing Goes on the Road
Tuesday August 28, 2007
Indianapolis - In an effort to increase public input on the budget, the
Administration and Finance Committee is taking the August 28, 2007 budget
hearing to the Butler-Tarkington Area.
The meeting will take place at Christian Theological Seminary at
1000 West 42nd Street at 5:00 pm.
The following agencies are scheduled to present at the meeting:
Information Services,
the County Assessor, and
the Township Assessors
Frankly, when IC showed up, the first impression was a pretty bad one. This seemed to be some sort of wiseacre with a stack of
'not suitable for work' pictures to pass around. But that seems to have been wisely set aside in lieu of presenting some hard data. So
IC has been taken off 'probation' by Bart Lies.

Dinner with Andre
Well that kettle of Patrice Abduallah's fish has been fried, and now the Democratic Party is serving up a pot of
Andre Carson stew for our consumption.
What's curious is that his announced campaign 'secretary' is Wilson Allen, who just happens to be the person who
created the andre carson dot com website way back in
JUNE 2006, containing nothing more than a picture of him and his grandma. Of course, the website where this sits is actually the personal indy.net account of Wilson Allen. How about that? 'Andre' is just an empty shell! Guess what folks, this was all
planned out well in advance. You can bet the rest of the plan is to bump him into grandma's seat shortly.
Of course, he'll have to convince us
of where he lives.
Is it 2500 Park Ave or is it 3200 Dogwood Circle N. Dr. or is is 2500 Alabama St or is it somewhere else altogether?
Grandma's term is up in 2008, so we have to ask ourselves, "Was the Abduallah brouhaha just
coincidental or was it part of the plan?" Was Abduallah a victim of his own errors, or was he just a pawn in the Dem's
game plan? We can rest assured that someone has laid out the residency timelines for Andre.
More Tax-abatement Insanity
Indianapolis Star, August 22, 2007
Christopher Clapp, CEO of ANGEL Learning, praised the city and state today for helping the educational
software maker expand with high-tech jobs on the Northwestside of Indianapolis.
“We’ve always called Indianapolis our home base,” he said at a press conference.
ANGEL Learning plans to move its headquarters to a new building in Intech Park and create more than 120
jobs by 2012. The move will more than double the company’s work force, with additional programmers,
analysts and marketers.
The Indiana Economic Development Corp. will give the company $2.5 million in tax credits and up to
$46,500 in training grants. The city also will provide tax abatements.
Indianapolis Mayor Bart Peterson, Lt. Gov. Becky Skillman and executives from Lauth Property Group,
which owns Intech Park, joined Clapp for the announcement.
“The company shows us what innovative and forward-thinking people we have at home,” Skillman said.
With the addition of Angel Learning in a new building named Intech 3, the office park will become
the largest, privately owned technology park in the state.
Intech 3 will be the 15th building in the park when it is completed later this year.
Construction will cost about $2 million, according to filings with the Metropolitan Development Commission.
Yet another giveaway to a group that seems to be doing well on there own. Why or why do we need to provide Corporate Welfare
to them?
Lauth builds a $2 Million building and WE give the tenant that leases it $2.5 Million in tax credits. And the Star has
the gall to call it "the largest, privately owned technology park in the state." PRIVATELY OWNED BUT PUBLICLY FINANCED!
There goes another $2 Million that COULD have been used to defray the $90 Million Bart wants to extract from the hides of every one
us is poor (and getting poorer) taxpayers.
Dammit, this is insane!
Oh, Puh-leeze
Man, has the 'blogosphere' gone insane? Here we are just 2 months, 2 weeks, 6 days from the day when we should be un-electing the Pinocchio
of the 25th floor. Are we focused on that? No, we are pissing and moaning about who scooped who and who writes which blog and who is pretending to be whom.
Get over it, kids!
We're starting to think that there's a cleverly-disguised plot going on here to discredit and distract the important messages about what's wrong with our City government.
There's a job at hand and it's an important one. Infighting, and handing ammunition to the enemy is NOT the way to wage war, and this is certainly a war. The Evil Mayor
has a charmed existence. He's mesmerized 60+ percent of the voting population of Marion County into believing he's their political friend. Get back to the task at hand and stop
wasting precious time fighting among yourselves. What are you fighting for? Self-pride, or the greater good?
What do you want: To become 'King of the Blogosphere', or rid this town of 'King Wrong'?
Oops, they did it again. Another homicide in the streets of Indy.
3It occurred around 8pm Saturday evening Aug 18th, near 35th and Illinois streets.
See the homicide list here
We have met the enemy and he is us
WikiPedia says:
Pogo Possum: an everyman (or every-opossum), is one of few major characters with the sense to avoid trouble. Though
he prefers to spend his time fishing or picnicking, his kind nature often gets him reluctantly entangled in his
neighbors' escapades. He is often the unwitting target of matchmaking by Miz Beaver. He has also been forced to run
for president, against his will, multiple times by the swamp's residents. His kitchen is well-known around the swamp
for being fully stocked, and many characters impose upon him for meals, taking advantage of his kind nature.
Go ahead, feel free to start telling us how characterizing a black man as an opossum is also 'racist' so we can laugh at your
absurd conclusion. Then we can talk about the rest of the 'swamp residents.'
A tad bit more from the 'pedia'. Several recognizable characters there, eh?
Bewitched, Bothered and Bewildered (sometimes Bemildred): bats, hobos, gamblers, good-natured but totally innocent of any temptation to honesty. They admit nothing. Soon after arriving in the Swamp they are recruited by Deacon Mushrat into the Audible Boy Bird Watchers Society. Their names (a play on the song title "Bewitched, Bothered and Bewildered") are rarely mentioned; often even they cannot say for sure which brother is which. They tell each other apart, if at all, by the patterns of their trousers. (According to one of the bats, "Whichever pair of trousers you put on in the morning, that's who you are for that particular day.")
Have you read 'Indy Tax Dollars'?
We found this blog today. Why can't Bart, et. al., understand the problem so clearly?
Indianapolis is like a man who had eaten double cheeseburgers, extra fries and thick milkshakes for 25 years and has now been told by his doctor that he is nearing terminal obesity (if there is such a thing). He cannot lose the weight by next week. Nor can this city obtain fiscal health by having the legislature wave a magic wand over us.
It will be very easy, in the light of the public outcry against the property tax fiasco, to pass legislation increasing other taxes to provide "relief" for those hit by drastic increases on their homes.
But it is absolutely imperative to take a penetrating look at how we got here. For decades, tax policy in this city has been used primarily as a means of controlling the location of economic activity rather than providing revenues needed to operate usual and ordinary governmental functions.
We got the downtown sports palaces and skyline - the cheeseburgers and milkshakes - but we've left municipal government with a severe case of financial anemia. True tax reform cannot be had without a complete review of how public revenues are being used. When government expenditures are scrutinized and prioritized, tax rates and the resulting revenues will take care of themselves.
We'll have a fat and happy downtown in a city that can't pay its bills, supported by fewer and fewer abused taxpayers. That cannot last forever.
Civic welfare is no more a solution to this City's problems than pic-a-nic baskets are a solution to hungry bears in Jellystone Park.
TANSTAAFL
Indy Tax Dollars has it figured out, why can't our elected officials?
Cafe-fullcourt-Press
After our previous 'vent' about CafePress, we signed-in to CafePress again, to try amending the keywords. We went to each image and edited/saved them. This morning
The search engine seems to 'know' us again. So the purge can be undone! We just have to press the issue. We are happy. And we thing it's silly to refer to ourselves as 'we', but
that's the accepted style for journalism.
It's CafePress, not CafeFreePress
We're betting that someone in da Mayor's office got hold of the CafePress folks. You see, a while back we designed a few items, mostly for our
own use, but a few others have also latched onto their soon-to-be heirloom outerwear. These items are still in the store, still available - but, curiously,
they no longer appear in the search engine! Hmmm. Que curioso! Now why would that be? All of the keywords are there, but strangely enough you can't
FIND them in any search. Not one thing comes up for 'Bart Peterson' or 'bart lies' anymore (they used to). But search for 'Indianapolis Mayor' and
voila, there they are. Isn't THAT special? Da Mayor talks about 'whining' with respect to the IMPD issues, and it seems someone has been whining
to CafePress. Et tu Bartus?
Since they aren't readily found by searching THERE, we'll just be a bit more blatant about mentioning them HERE.
I vote for this man. I don't know his name. He's the 'megaphone guy' at the tax protest rallies we've been having around town. He is the one who spoke up at
the CCC meeting when the Council voted to pass the COIT tax increase for Bart. He tried to ask Abduallah where he lived and why did he have two addresses.
He's the one who was practically dragged from the meeting by security. The media really picked up on his situation and rebroadcast it several times. I give him the most credit for bring the situation to the fore.
But what's his name?
Who broke the story wide open? This guy gets my vote.
Followup...
After a good night's sleep, it occurs to us that this could be Mmoja Ajabu. Searching on that name reveals no pictures to provide an answer,
but DID turn up a reference, and several comments, at Advance Indiana's
blog indicating he is 'active in the Fair Tax issues'
so it likely IS him. By mentally adding a full beard and olive-drab uniform to the face, it seems to be a match.
This would certainly be interesting, as we never expected to be aligned with him on ANY issue. Our paths crossed only one other time,
when pepperspray meant for him was shared among several citizens on the Circle a few years back. That was when the Olympic torch was being carried to Atlanta
before the 1996 games. Mr Ajabu was atempting to burn an American flag not 15 feet from us, when someone wrestled it from him. That escalated and IPD rushed in with
the spraycans a-sprayin'. Cough, cough, the taste and smells sticks with us to this day.
A reader, Sean, has passed along the correct identity of this man. His name is Abu Henderson. Tip of the hat to Sean for the
correct info!
"Muckraking variety?" Ow!
Now we know no malice was intended but according to
Circle City Pundit we're
raking muck here.
Some good stuff, more of the muckraking variety like BartLies or IndyUndercover (though here's hoping they won't shamefully cover for Gary Welsh when he attacks public safety officers, the way IndyUndercover did).
That sounds so unsavory. We prefer the term 'sifting through the bulls--t'.
Andre Carson
Rumors are flying that Andre is heir-apparent to Patrice Abduallah's soon-to-be-vacated Council seat. Want to bet the
ink is already drying on the new placard for the Council chamber?
But, look! Even gramma doesn't appear too happy to be around him!
Anyone surprised to see who is the source of the website http://andrecarson.com (which is nothing but a simple frame around the real site,

Abduallah to resign
Democratic Party officials asked for his resignation on Aug 15th. Abduallah still doesn't get it, though. He calls the fact he doesn't live
in his district a 'technicality' and said, 'It's a shame that pressure from the blogs and the media, rather than his constituents' brought on his resignation. Being on the City County Council,
he should understand the law IS the law, it applies to everyone equally, and close only counts in horseshoes. Given his (former) position, he SHOULD get it, but he doesn't.
Thanks, Greg Garrison
For the plug today. For all of us watching and reporting on Bart and his people - Bart Lies. Open your eyes. It's not too late.
Bart: Then and Now
You probably don't look too carefully at the publicity photos coming out of the City County Building. We do. In the past couple of days, a new portrait of Bart has been slipped into the Mayor's website.
There are several interesting aspects to these photos:
Lighting - The new version has deeper shadows, giving more 'depth' to the facial features and stronger chin. Overall, his face has been
shortened and his neck lengthened by the new angle.
Skin tone - The new photo is more saturated
Skin texture - The new photo shows very irregular skin, with pronounced red blotches and oil/perspiration creating a sheen
Background - The neutral gray is replaced by a bolder blue. While not visible in this crop, the new photo also incorporates the US and City flags in the background
Tie - Brighter and more contrasty than the old tie
Teeth - Much more teeth in the smile
Hair - This is a big one. The Mayor seems to be using the Grecian Formula. The gray is gone (almost)
Eyes - Much more noticable 'bags' under the eyes
So we have a newer, bolder, reduced-gray model in the Bart 2007 line-up. But it also seems to show a more weather-beaten Bart, too. Could it be he's feeling some heat?
And what about the missing 'grays'? If only we could wash that Monroe Gray right out of OUR hair.
Where do you LIVE, Patrice?
Tonight, WRTV 6 looked into the mystery of where Patrice Abduallah lives. They are the first of the local TV to cover it, to our knowledge.
They made calls to both the Mayor and the Council and left messages asking for a comment on the situation. BOTH failed to return the calls.
The mayor also cancelled his scheduled visit to do a phone-in session on WTLC-AM this afternoon - where he might actually have come face-to-face with
the public on this matter. Instead, he took a bye. Rumor has it that now he MIGHT show up to take the phone calls on Friday around 1:30pm.
You can't stick your head in the sand and ignore this SNAFU. It only makes the stink stinkier.
And Patrice, isn't it time to start 'exemplifying that type of character?' We think so.
Court cases postponed due to the 'not sworn in' SNAFU
WRTV Channel 6's Jack Rinehart has filed a story about SEVENTEEN cases that have now been postponed (should we say 'so far'?) because of the
uncertainty around whether IMPD officers are duly sworn officers of the law. It's being broadcast during the Aug 14th newscasts.
BartLies.com found a 2003 video at the Islam In America
website with Democrat and District #15 City County Councillor Abduallah speaking extemporaneously about his beliefs. You can pull up the video and fastforward to the 21:04 mark to see and hear for yourself.
What follows is a transcript of the portion of his appearance that really grabbed our attention:
Timecode @19:54, video "ISLAM IN AMERICA THIS WEEK, May 30, 2003"
Title over still shot of US Capitol Building, "PUBLIC AFFAIRS AND AMERICAN MUSLIMS"
(No intro, fade from still to headshot of Patrice Abduallah, who begins speaking about his 'background in the community'):
[Timecode 20:30]
"I think the way and the quality of what you bring to the individual's of having character and having the responsibilities of
making what is good better and to improve the qualities of the people's lives is I think is you should be the best of whoever
you are in order to be able to let people see that you have the best interests and you are sincere advocate of bringing change
in their community and meeting the challenges of the day, ah with with Allah's blessing I think that is necessary and without
Allah's moqtada [sp] I would not be sitting here.
[Timecode 21:04]
"I think overall is being the honesty. I think you bring uh some integrity and honesty, and being courteous and respectful to
individuals - make no difference who they are. I think that was one of the legacy that was established by the suhabba
koran [sp] is that when they went to other places, that the character and things that they practiced was so
impressive even though they did not know the language, the character won over people to coming to the folds of Islam
and I would like to be able to exemplify that type of character in the community the way the people see me as muslim
but at the same time I am their friend."
With respect to questions about your residency - Councillor Abduallah, please begin 'exemplifying that type of character.'
Another unscientific poll
TheIndyChannel.Com
Aug 14, 2007
Same result as the last one. Er, rather, this one is even worse for ol' Bart. Sure looks like even HE can't buy an election these days.
For those of you keeping score, that's Greg Ballard TWO, Bart Peterson ZIP!
Since this one steers the reader directly to Bart by name, how could it be 'skewed' against him?
Oh the good ol' days
From back in 2003
Former Gov. Joe Kernan (D) has been out of office nearly a year and a half, but ethics investigations into two former members of his
administration have just concluded. Former Indiana State Police Superintendant Melvin Carraway admitted to destroying three
computer hard drives before he left office. The State Ethics Commission also found that former INDOT Commissioner Bryan Nicol
held a political fundraiser for Mayor Bart Peterson in 2003 at which persons seeking state highway contracts were in attendance.
Each will pay a $5,000 fine according to the Star for their misdeeds.
As for the tainted Peterson money, Mike O'Connor tells Schneider that Peterson has no intention of returning the money which
Nicol raised for him in violation of state ethics rules. And just what was on those computer hard drives Carraway destroyed? Let's
hope the Marion Co. Prosecutor's office can tell us more about that one.
Big campaign contributions, big Indianapolis contracts
But "There is absolutely no connection or correlation between people who contribute to the mayor and people or companies that
receive contracts," said Steve Campbell, spokesman for Peterson."
Nearly two-thirds of long-term contracts awarded for the midfield airport terminal so far have been to firms that directly or through their top executives made campaign contributions last year to Mayor Bart Peterson. The mayor has made the $974 million project a priority despite a severe airline industry slump.
Of the 45 contractors who have won $83 million in work on a new terminal at Indianapolis International Airport, 29 donated a total of at least $219,951 to the mayor as he won a second term, an IBJ review of Peterson's campaign documents shows.
The review of contracts awarded through Oct. 4 was compared with the 2003 campaign finance records filed by Peterson, a Democrat, and his Republican opponent, Greg Jordan.
The donations involving 64 percent of the long-term contractors for the mid field project were made directly by the firms, by their top executives or both.
The highest individual donation to Peterson was $21,250 from R.W. Armstrong President Roland Salman. The Indianapolis-based consulting firm has a $2.7 million engineering contract for the terminal.
"I've been friends with the mayor for a long time ... and I like to support good government," said Salman, who said the firm's expertise landed it the contract.
Donations from midfield contractors amounted to about 5 percent of Peterson's $4.4 million in campaign contributions. Of the contributors who won midfield contracts, just one appears to have donated to both Peterson and Jordan.
Nope, no correlation at all. Come on, Steve, can't you lie better than that?
This day in history
Well, not 'today', OK?. This goes back to the beginning of 2007, just a couple of weeks before Bart announced his bid to get reelected as Mayor:
Frugal Hoosiers covered the
sudden departure of Kim Bostic, the former comptroller responsible for the party's internal accounting, and the embezzlement of
$73,000 from the Indiana Democratic Party and the fact that IMPD was investigating the matter.
The Indiana Democratic Party has sued National City Bank, saying the bank should repay thousands of dollars in fraudulent credit card charges made by a former party employee.
What's next
A pretrial conference is scheduled Aug. 15 in Marion Superior Court for Kim Bostic, who faces one count of Class D felony theft. If convicted, she could face up to three years in prison.
The bank issued the employee an unauthorized credit card in 2005, a discovery made by the party in January after its comptroller, Kim Bostic, 29, left her job. The lawsuit, filed Thursday in U.S. District Court in Indianapolis, says National City issued the card to Bostic after she submitted a fraudulent party document.
Bostic was charged in March with felony theft in Marion Superior Court. She was accused of charging $94,000 to the card since February 2005, including $73,000 for unauthorized expenses, officials said.
"Ms. Bostic should not have been issued the card," said Jennifer Wagner, the state party's spokeswoman.
The party is seeking repayment for all charges to the card, plus other costs, including an audit sparked by the discovery -- a total exceeding $150,000.
The Indiana Democratic Party defense? "Ms. Bostic should not have have been issued the card," curiously it was not, "Ms. Bostic should not have abused the card" or, "We should have been more closely watching our financial affairs."
Bart's 'family' just can't manage money well at all. Tsk, tsk.
Digging back into the archives
BartLies.com came across this kolehardfacts.blogspot.com blog
which recorded what was surely Patrice Abduallah's first call to resign his City County Council seat, way back in 2003.
As noted by kolehardfacts on November 2nd of that year, there was a press release from the Libertarian Party which said the following:
"While reviewing the campaign finance report of Patrice Abduallah (Democrat seeking the City-County Council District 15 seat) that was
filed with the Marion County Election board Oct. 17,
we noted a donation of $3,450 made to Mr. Abduallah on Sept. 13 by the Greater Indianapolis Progress Committee (GIPC)."
"This donation is inappropriate for the following reasons: "
"GIPC is a 501c3 corporation. All corporations are limited by Indiana law to giving no more than $2,000 combined in a calendar year to
all candidates who are seeking local offices. Mr. Abduallah received almost 1½ times that amount."
"Quoting the GIPC’s own website, 'Funding for (GIPC) Action Grants comes from application fees paid to the city by businesses requesting
tax abatement.' Most importantly, we believe that some of those public funds may have been used to help fund Mr. Abduallah’s campaign."
"Additionally, Mr. Abduallah’s campaign finance report indicates that there is $755 in cash missing from his campaign fund between April
and October. It also lists the repayment of a loan for $500 when no loan has ever been listed in his report."
Was Abduallah delinquent on his property taxes that year, too? Could that explain the $755 discrepancy? Or the $500 'repayment'?
Just wondering... If he can't pay his property taxes, he's evidently got money problems. It could be something much simpler, like being worried someone will
figure out where he really lives when they see the address printed on the check.
Abduallah later explained his 'error' (regarding the campaign contribution) by claiming the contribution really same from the "Greater Islamic Progress Committee."
Remarkable that the only two references to this organization, in ALL of the billions of webpages indexed by Google, appear in two articles referencing Abduallah's statement. Well there are now
three, including this one.
This is is Bart's team playing ball here, folks. We clearly have an "Abduallah Standard" being applied.
...Once a foregone conclusion...
In the words of Democrat state representative John Day,
as reported by the Indianapolis Star: "The mayor's election, once thought a foregone conclusion, is not now."
The same report continues, saying:
"Even Peterson's campaign manager has noted the change. 'Does this make it more difficult for him?' said Mike O'Connor, the former deputy mayor who
is also chairman of the Marion County Democratic Party. 'Absolutely.'"
We at BartLies.com were so hoping this was OUR Bart
Bart's poll numbers seem to be dropping faster than those bundles of money going into Lucas Oil Stadium, based on what we've read in
http://www.howeypolitics.com today.
And as the poll numbers drop, the below-the-belt punches are starting to get thrown. This is occurring in the form of anonymous emails
to certain business executives, 'revealing' information about their employees that's many-years old, that anyone could obtain by Googling -
if they had sufficient idle time.
Is the desperate hour arriving for the Peterson campaign? It seems so. Get your hip-waders ready, the manure wagons are out spreading their
smelly stuff.
Negativity, defeatism, hand-wringing
We keep seeing where people are saying things like 'unfortunately Bart will win in November, blah, blah, blah.' The concern seems to be because
Greg Ballard doesn't have the glitzy TV ads or tons of money pouring in from his rich cronies and special interest groups.
THAT'S A GOOD THING! OK, let's assume the choice comes down to campaign spending. Which makes more sense, electing someone who spends
wildly getting elected, or someone who spends wisely?
It seems to us that someone who spends wisely on the campaign trail will then be just as
careful with our tax dollars after they are elected. On the other hand, someone who blows through millions of dollars of other people's
money to get elected probably won't quit after the election. Habits are hard to break.
Folks, there's an old saying, "If you think you're beaten, you are." Do you want to get out from under the weight of Bart's fatcat
policies? Do you want to restore honesty in Indianapolis government? Do you want safer streets? Do you want a better community? Then quit living in a
defeatist world. If you're fed up with Bart, vote for Greg Ballard.
Polls are starting to show Bart's armor has cracks. Just 3 months ago he was considered virtually untouchable.
It's time for Indianapolis to give the Boot to Bart, and the first step in doing that is believing that it can be done.
Because it CAN.
BELIEVE!
More WikiPedia chicanery
Now that it has become well known that there is a page for the current mayor, someone has been putting effort into marking up that page
in inappropriate ways. Unfortunately, several of these edits have included our URL http://bartlies.com. We have nothing to do with the malicious changes
and do not wish to appear as either condoning or in collusion with whomever IS doing it.
Anagrams
Here's some interesting trivia BartLies has uncovered. "Mayor Goner" is an anagram of "Monroe Gray".
Checking further, we find these: "No More Gray", "My Roar Gone"
"Bart Peterson" can be rearranged as 'Nab Protester", ""So pert banter", "PR snot beater"
WikiPedia.org 'biography' used for political gains?
Well, that violates (1) their policy of being a neutral source of information and (2) runs contrary to the content rules that require
citations and supporting data about whatever is in the bio page. The real capper, though, is that when you edit a bio page, there is a large
and conspicuous statement that prohibits directly copying anything from another site. All three of these rules were broken by 'INDYWATCHER'.
The complete 'bio' section from sir Bart's campaign website had been inserted into WikiPedia. The INDYWATCHER
user id has been mother-hen'ing Bart's bio lately - check the 'history' section in WikiPedia for yourself. Wonder who INDYWATCHER is?
Allow me to disclose here and now that your's truly, BartLies.com, is INDYWATCHERwatcher.

Is THIS how Bart will claim he 'increased the number of police on our streets while serving as Mayor?'
By now you've all heard about the judge throwing out a DUI case because the officer hadn't been sworn-in at the time of the
merger. So strictly speaking, this means there are NO officers on the street right now, ergo when Bart get's his major faux pas resolved, he
can rightfully claim to having put 1600 or so 'new' officers on the street.
I am in need of some Luggage to send to Bart Peterson, who will soon be not only leaving office, but also will more than likely be ran out of town as his so called administration and politicial career comes to an end
His lust for more money, complete police crackdown on citizens of Indianapolis, destruction of an award winning Sheriff's department, private parties with big spenders & celebrities has destroyed all of the politicians currently in office.
We dont need more police as in Germany, we need to return the tax dollars back to the people who earned it, the ability to provide for ones family and education will reduce crime, not more police and jails.
